President Donald Trump had unveiled some of his solutions to a problem he said was a top priority, and more would follow.<\/p>\n<p>Now it\u2019s July, and whether it\u2019s the humidity or the lobbyists, Washington \u2014 and the prospects for substantial change \u2014 look hazy.
