Of the 37.5 million people who have Medicare, 37 percent of the people use Medigap insurance policies to fill in the original Medicare coverage gaps. The Medigap insurance market is highly competitive; however, insurers may have been better at holding on to longtime Medigap insurance users in 2019 than at attracting new users.
