A health reimbursement arrangement (HRA) is similar to the health savings account (HSA) but the HRA account value is owned by the employer that set up the HRA program, not the employee.\u00a0 Also, the employee can use an ordinary HRA together with any non-deductible, low-deductible, medium-deductible or high-deductible health insurance whereas HSA is only available with high-deductible health insurance.
