These changes include:<\/p>\n<ul>\n<li>Ending the <a href=\"https:\/\/www.cms.gov\/medicare\/medicare-fee-for-service-payment\/sustainablegratesconfact\/downloads\/sgr2015p.pdf\">Sustainable Growth Rate<\/a> (SGR) formula for determining Medicare payments for health care providers\u2019 services.<\/li>\n<li>Making a new framework for rewarding health care providers for giving better care not more just more care.<\/li>\n<li>Combining our existing quality reporting programs into one new system.<\/li>\n<\/ul>\n<h3>How do the MACRA payment reforms work?<\/h3>\n<p>The MACRA will help us to move more quickly toward our <a href=\"http:\/\/www.hhs.gov\/news\/press\/2015pres\/01\/20150126a.html\">goal<\/a> of paying for value and better care.\u00a0It also makes it easier for more health care providers to successfully take part in our quality programs in one of <a href=\"https:\/\/www.cms.gov\/Outreach-and-Education\/Outreach\/NPC\/Downloads\/2015-07-16-PQRS-Presentation.pdf\">two streamlined ways<\/a>:<\/p>\n<ol>\n<li>Merit-Based Incentive Payment System (MIPS)<\/li>\n<li>Alternative Payment Models (APMs)<\/li>\n<\/ol>\n<p>MIPS and APMs will go into effect over a <a href=\"https:\/\/www.cms.gov\/Medicare\/Quality-Initiatives-Patient-Assessment-Instruments\/Value-Based-Programs\/MACRA-MIPS-and-APMs\/Timeline.PDF\">timeline<\/a> from 2015 through 2021 and beyond.<\/p>\n<h3>What\u2019s the Merit-Based Incentive Payment System (MIPS)?<\/h3>\n<p>The MIPS is a new program that combines parts of the <a href=\"https:\/\/www.cms.gov\/Medicare\/Quality-Initiatives-Patient-Assessment-Instruments\/PQRS\/index.html?redirect=\/pqri\/\">Physician Quality Reporting System<\/a> (PQRS), the <a href=\"https:\/\/www.cms.gov\/Medicare\/Medicare-Fee-for-Service-Payment\/PhysicianFeedbackProgram\/ValueBasedPaymentModifier.html\">Value Modifier<\/a> (VM or <a href=\"https:\/\/www.cms.gov\/Medicare\/Quality-Initiatives-Patient-Assessment-Instruments\/Value-Based-Programs\/VMP\/Value-Modifier-VM-or-PVBM.html\">Value-based Payment Modifier<\/a>), and the <a href=\"https:\/\/www.cms.gov\/Regulations-and-Guidance\/Legislation\/EHRIncentivePrograms\/index.html?redirect=\/ehrincentiveprogramsincentiveprogram\">Medicare Electronic Health Record<\/a> (EHR) incentive program into one single program in which <a href=\"https:\/\/www.cms.gov\/Medicare\/Quality-Initiatives-Patient-Assessment-Instruments\/Value-Based-Programs\/MACRA-MIPS-and-APMs\/MIPS-EPs-Slide.pptx\">Eligible Professionals (EPs)<\/a> will be measured on:<\/p>\n<ul>\n<li>Quality<\/li>\n<li>Resource use<\/li>\n<li>Clinical practice improvement<\/li>\n<li>Meaningful use of certified EHR technology<\/li>\n<\/ul>\n<h3>What are Alternative Payment Models (APMs)?<\/h3>\n<p>APMs give us new ways to pay health care providers for the care they give Medicare beneficiaries.
