Recent revelations that a U.S. researcher injected Americans with his experimental herpes vaccine without routine safety oversight\u00a0raised an uproar among scientists and ethicists.<\/p>\n

Not only did Southern Illinois University researcher William Halford vaccinate\u00a0Americans offshore, he injected other participants\u00a0in U.S. hotel rooms\u00a0without Food and Drug Administration oversight or even a medical license.
