What is assisted living and does Medicare or Medicaid pay for it?

One of the most difficult parts of caring for the elderly is understanding what assisted living is and does Medicare or Medicaid pay for it?  Assisted living can refer to a relatively wide variety of services but generally  assisted living community is housing designed for people who need access to permanent medical care without needing active care at all times.  This differs from a nursing home care which is residents of a nursing home need full time care and health monitoring.
