MedPAC recommends accelerating the transition to value-based payment reform

In a nonbinding report to Congress, the Medicare Payment Advisory Commission (MedPAC) recommends accelerating the transition to value-based payment reform throughout the Medicare program and move away from straight fee-for-service payment. The authors noted that the pandemic has demonstrated that the healthcare system is capable of rapid change when circumstances require it do so.  The report suggests Medicare could do more to encourage global or capitated payments in Medicare Advantage plans, that would be especially helpful during upheaval like from the COVID-19 pandemic.
