Will Medicare Part B premiums be frozen?

In the proposed Health, Economic Assistance, Liability Protection and Schools (HEALS) Act relief bill, there is a provision that would keep 2020 premiums for Part B in place for next year instead of adjusting them upward. However, according to a Senate Finance Committee summary, beneficiaries would pay an average three dollars extra monthly until the shortfall caused by the premium freeze is recouped.
