Should Medicare Part A and Part B Be Combined?

Robert Moffitt, a Heritage Foundation health policy analyst, testified yesterday at a congressional hearing on Medicare, that Medicare coverage is fragmented; that combining the hospitalization (Part A) and physician service programs (Part B) into a single program with one deductible and uniform coinsurance would reduce the complexity of the traditional Medicare program.
